Regulatory Systems Maps

Regulatory Systems Maps (RSMs) are NML’s legal and regulatory tools that visually depict regulatory systems, processes, and procedures and their implementation in a step-by-step manner, emphasizing gaps, bottlenecks, and good practices found in law and practice (Kuhlmann, 2021; Kuhlmann and Dey, 2021, Kuhlmann et al., 2017). NML has been developing RSMs since 2016, with over 100 RSMs to date. RSMs highlight Regulatory Gateways (Kuhlmann 2021), which can be entry points for making law more inclusive, equitable, and flexible (e.g., ways in which to make the seed regulatory system more gender-responsive or reflective of small farmer needs; see Kuhlmann 2021 & Kuhlmann & Dey 2021).
